Nick Flores
EVP of Corporate Development
Nick Flores is Chief Executive Officer of Coastal Bend LNG and brings over 18 years of experience across the upstream, midstream, and downstream sectors to lead the development of low-carbon LNG solutions. Prior to founding Coastal Bend LNG, Nick held leadership roles in LNG infrastructure development, oilfield services, and advanced manufacturing, with a strong track record of scaling startups into multimillion-dollar ventures. Over the course of his career, Nick has secured more than $5 billion in capital commitments and successfully led complex energy infrastructure projects from concept through commercialization.

Nick holds a BS in Engineering and Science and is currently an Executive MBA candidate at the MIT Sloan School of Management '27.

Carlos Guzman
Chief Operational Officer
Carlos Guzman is Chief Operations Officer and responsible for permitting, construction, engineering, operations, and public outreach. He brings more than 27 years of experience in the oil & gas industry, with an expertise in engineering, construction, and operations across CO2, crude oil, refined products, natural gas, LNG, CCS, and emissions control projects.

Over his career as a senior manager for a large midstream company and as a project director for large domestic and international EPC firms, he has managed, designed, constructed, commissioned, and operated over 2,000 miles of pipeline, installed over 150,000 hp, and managed more than 20 terminal projects across the United States and more than 30 terminal projects in Mexico, Peru, and Chile. As a senior engineering and operations manager, he has led all phases of project execution including project development, conceptual design, environmental permits (including EIS and EA), front-end engineering, basic and detailed engineering, construction, start-up, and commissioning. Carlos is also experienced in ensuring that all projects meet company safety, regulatory and compliance, engineering, and operation standards.

Glenn Wilson
Chief Financial Officer
Glenn Wilson is Chief Financial Officer and brings more than 25 years of experience in the oil & gas industry to deliver innovative solutions that remove friction from carbon markets. Prior to joining Coastal Bend LNG, Glenn spent nearly 13 years at Halliburton where he held technical and managerial roles across multiple product service lines, including the Head of Monitoring, Reporting, and Verification (MRV) for Low Carbon Solutions. Earlier in his career, he held technical roles at BP, CSIRO, and the University of Utah. Glenn holds BAppSc and PhD degrees in physics from Central Queensland and Griffith universities in Australia, and an executive MBA from the Massachusetts Institute of Technology. He is an inventor of over 120 patents or patent applications, and author of more than 150 technical papers.

Keith Shoemaker
Chief Commercial Officer
Keith Shoemaker is Chief Commercial Officer and brings extensive leadership experience across the full natural gas value chain. With a career that began as a pipeline engineer and progressed through key roles in transportation, trading, risk management, and business development, Keith has built and led high-performing commercial teams at some of the industry’s most respected organizations, including Rice Energy and EQT. He is known for a distinctive ability to identify market value, distill complex challenges into client-focused solutions, and prudently manage risk to drive revenue. Keith holds a BS in Civil Engineering from the University of Pittsburgh and an MBA from the University of Houston.

EVP of Corporate Development
Keith Chapman is Executive Vice President of Corporate Development, bringing 20 years of experience across the global energy sector. His background spans the full value chain, including upstream directional drilling, midstream engineering, procurement, and construction, as well as leadership in the LNG space. A multi-time founder and operator, Keith has built and scaled several ventures across diverse industries, including BigShots Golf—acquired by TopGolf/Callaway—and Square to Toe, a lifestyle boot company. He also leads venture and family office investments through Kyomera Ventures, with a focus on high-growth opportunities in energy, technology, and consumer markets. As a co-founder of Coastal Bend LNG, Keith plays a key role in shaping the company’s long-term vision, commercial partnerships, and capital strategy.

Heyner Neira

Heyner Neira is Executive Vice President of Operations and brings more than 20 years of experience. With deep expertise in infrastructure development, project controls and management, planning and execution, and contract terms and negotiations, Heyner has played a pivotal role in scaling up early-stage ventures. He has a strong track record of leadership development and executing complex infrastructure projects from initial concept through full commercialization.

⁠Jaime Salazar

Jaime Salazar is Senior Executive Advisor of Government Relations and has extensive experience working with infrastructure protection projects, government relations, and local community outreach. He is a retired senior executive within the Department of Homeland Security with over 34 years of experience. Prior to his role at Coastal Bend LNG, Jaime was the Founder and CEO of Security Insights, LLC and served as a Federal Executive, school safety and security advisor, and border and national security consultant. As a South Texas native, Jaime is focused on ensuring Coastal Bend LNG has community engagement, input, and support throughout our project.

Jaime holds a BS in Criminal Justice and Administration from the University of Texas at Brownsville and a Key Executive Leadership Certificate from the American University in Washington, D.C. His professional certifications include: SBA Veteran Owned Small Business (VOSB)/Disabled Veteran Owned Small Business (DVOSB), Texas HUB Certified, Texas Department of Public Safety Private Security Certified, and Texas State School Safety Center Security Consultant (Registry) Audit/EOP.
